The Sangguniang Panlalawigan of Iloilo passed two ordinances on its last session, April 21, 2015, one, the ordinance giving cash incenstives to barangay tanod members and legal assistance in case they are slapped charges in their official capacity, and two, the Sanitation Code of Iloilo.

There are at least an average 10 members of the village police in each of 1,700 barangays of Iloilo Province. SP Manny Gallar, principal author of the ordinance, says that with the cash incentive, barangay tanaod members “more or less enjoy similar privilege, as barangay volunteer workers – the barangay health workers (BHW), barangay nutrition scholars (BNS) and barangay service point officers (BSPO) – who are given by the provincial government P3,000 every Christmas.

The cash incentive for the tanod ranges from P1,000 to P3,000, depending on the years of service.

Co-sponsors of the ordinance are Vice Gov. Raul “Boboy” Tupas and SP June Mondejar.

Sanitation Code
Iloilo Province is the first in Western Visayas to enact the Sanitation Code. It imposes criminal sanctions on violations but has provisions for administrative fines in case violators opt to compromise with the local government in lieu of facing criminal charges in court.

SP Carment Rita Monfort-Bautista, author of the Code, says its implementing rules and regulations will be crafted by the provincial health office (PHO), the department to lead in its implementation.


Also in the same session, the provincial legislature constitutes itself a “quasi-judicial body” to try and hear the administrative charges filed against two town mayors, Macario Napulan of Miagao, and Rufino Palabrica III of Dingle.

SP majority floor leader, June Mondejar, echoes the opinion of his colleagues as he moves for the approval of their findings that there is “probable cause” to hold the two local chief executives administratively liable.
