Trapik!

Kun sin-o pa ang ordinary citizen, amo pa ang law abiding. Kun sin-o pa law enforcer, amo pa dungol. The pictures here show one motorbike illegally parked and obstructing traffic flow at a busy junction in Iloilo City,  afternoon of April 30. It is owned by a traffic enforcer. The bikes on the footwalk, the designated area for motorbikes belong to law abiding citizens: they are civilians, some of them victims of harassment by the blue-clad traffic enforcers.

Barotac Viejo, Iloilo  April 27, 2015 While at a cafe waiting for the start of the hearing at the RTC, our attention was caught by kids frolicking on exercising gears that adults work-out indoor. The scene here is outdoor and part of the children's playground. The Barotac Viejo municipal government, my first guess goes, wants its kids to develop this early, stamina and strength for competition up to their adult years. Or, goes another speculation, Mayor Bing Tupas and company, indeed, intend to attract adults to try this outdoor facility for free and get rewarded with good health and longevity. Both guesses are correct: a town employee informs us that this open air gymn is built for adults who want to rediscover the child within them, and, also, for children who want to enjoy them for fun's sake and nothing else. Earth day, its two faces

Iloilo City April 22, 2015 Government streamer: motherhood statement for the environment. Government also celebrates Earth Day by hanging tarpaulin streamers reminding people to protect the environment, holding poster making contest, and the like activities that hardly calls for self-examination to determine its pivotal role in environmental destruction. Government's other hand of course, continues to grant or approve applications of giant corporations to erect heavy pollutant power plants particularly coal-fired, shear mountains of whatever is left of their vegetation, scrape vast lands of their surface cover to extract minerals, or reclaim wetlands and marshes. Iloilo Gov. Raul "Boboy" Tupas (standing right), huddling with SP Demy Sonza during break. The Sangguniang Panlalawigan of Iloilo passed two ordinances on its last session, April 21, 2015, one, the ordinance giving cash incenstives to barangay tanod members and legal assistance in case they are slapped charges in their official capacity, and two, the Sanitation Code of Iloilo. There are at least an average 10 members of the village police in each of 1,700 barangays of Iloilo Province. SP Manny Gallar, principal author of the ordinance, says that with the cash incentive, barangay tanaod members “more or less enjoy similar privilege, as barangay volunteer workers – the barangay health workers (BHW), barangay nutrition scholars (BNS) and barangay service point officers (BSPO) – who are given by the provincial government P3,000 every Christmas. Pardon the apparent lack of finesse in the headline but this is the common sentiment of Capiznons at the turtle-pace, if not criminal neglect, shown by the BS Aquino administration in responding to super-typhoon Yolanda (Haiyan) that wrought havoc to the Visayas November 8, 2013. ( Bilatinana is a common expletive in Capiz and, by all means, it still pales in comparison to the disrespect that the brains of the pork barrel thievery have for public decency.) No wonder popular rage is mounting. No wonder, whenever there are mass mobilizations in Capiz protesting against government neglect to rehabilitate Yolanda victims, thousands, nay, tens of thousands, would brave the heat and shout their rage in Roxas City, the capital, and neighboring towns. No wonder, Mar Roxas's name is being hissed at by Capiznons which is a signal for him to rethink his ambition of running for president of the Philippines in 2016. Wow: wangwang!

( Never had I seen such scene of tight security under the watch of Mayor Mansueto Malabor and Mayor [now Rep.] Jerry Trenas.) As I was heading to office, my attention was caught by the site of two white vans trailed by four motorcycles driven by uniformed cops. I had no idea what's so special with the passengers of the two vans.  Similar scene of tight security or even tighter, must also be seen at the front of the two vehicles. The public ride I was taking didn't have a chance to pass the tightly secured white vans. As I edited my shots and zoomed in on the individual pictures, my eyes was caught by the red plate bearing the name "City Mayor." Luckily, he was only 5th placer in the 2014 search for "World Mayor", a ersatz competition where contestants are not evaluated personally on their performance by the search committee. Traffic enforcers violators

Wow! Brand new pa. Service bike of traffic enforcer Properly parked motorbikes. Law-abiding citizens. They are owned by non-traffic enforcers. No wonder, the World City #5 of Yrong-Yrong is always pestered by traffic gridlocks because its TMTRO (Traffic Mismanagement and Transport Regulatory Office) is stocked by mindless enforcers. Corners of busy junctions like the one in photo -- Valeria-Delgado Street -- are supposed to be no-park zones for the obvious reason that this create obstructions for vehicles making turns. The pictures below (taken March 30, 2015) show brand-new motorbikes issued by the City of Yrong-Yrong to the TMTRO whose personnel as the pictures here show are the very traffic violators and obstructors. On the other hand, the last two photos, show motorbikes parked property, out of the road, on the designated space below the stairs of the overpass.
