Some P5M has been spent to beautify its approach -- landscaping and the monument. The budget originally was allotted to erect a new slaughterhouse outside the poblacion as enacted by the previous administration of Mayor Julieta Flores.

RA 9184 prohibits splitting of a single infra-project into segments of P50T or less each just to avoid public biddings.

On the other hand, relying to much on promises might end you up holding an empty bag.

Miagao's P5 M budget for a new abattoir, enacted by its sangguniang bayan in early 2013 has been converted to cash, oppps, into fragments of a single project implemented sans public bidding.

That project is now the magnificent landscape replete with a statue on a rotunda fronting the townhall. RA 9184 requires a public bidding for projects or procurements above P50T but smart apparatchiks can do away with the public bidding by splitting up the project into various subprojects. The beautification at the front of the townhall, done in early 2013 cost P5M but no public bidding was ever done because it was divided into mini-projects each costing P50T or less, according to one source.

The mini-projects included demolition of the concrete fence and steel gate and rails, excavation of the old concrete pavement, installation of the monument, landscaping, installation of lights, etc. all of which costing P50T or less each but when summed up together gives you P5M plus.

The P5M plus stated above comes from the allotment enacted for 2013 by the previous sangguniang bayan to erect a new abattoir outside the poblacion as planned by outgoing Mayor Julieta.

Julieta began the ground preparations but after she ended her third and final term, her successor MakNapul discontinued the project for a reason he and his ruling partymates at the sanggunian were elated about: they were going to have a brand new abattoir just the same because the scion of the dynasty, Rep. Sharon (AAMBIS-OWA partylist), promised them P6M for that.

The years 2013 and 2014 passed by, the townhall of Miagao became prettier after a P5M facelift, but the town especially the public market and its surrounding drainage ditches stinks from the solid and liquid wastes from the abattoir situated right at the heart of the mercado publico which in turn lies in the heart of the town.

Presidential Decree 856 prohibits the building of abattoirs within 25 meters distance from public markets, residential community, public offices, churches, schools, and eateries.

Nan, Bernardo, nagsarig-sarig kamo sa panaad nga wara nagtupa.
