Stupidity knows no bound

Ordinary drivers know this simple principle; Iloilo city hall people don't. The latter are supposed to know but they are proving today right before our very eyes how true the saying is that "ignorance is intentional". 

Ignorance doesn't happen by accident; it is intended as what Iloilo City Hall does by its intransifence to follow national law and policy. 

The officials of Iloilo City, particularly, the "public safety and traffice management office" (PSTMO) have read and heard, seen even, that seizing drivers' licenses for violations collides with national law and policy. No less than the Department of Interior and Local Government (DILG), the Land Transportation Office (LTO) and the Department of Justice (DOJ) are one in declaring that issuing citation tickets suffices for apprehending traffic violators. Seizing the drivers' licenses of violators is illegal as that would place the apprehended drivers liable for "driving without license" in case they are apprehended by LTO enforcers.

Neighboring local government units (LGUs) including the City of Bacolod across the Iloilo Strait now issue only citation tickets on drivers apprehended for traffic violations. Iloilo City has step backward, rejecting the current practice to stick it out with the ancient practice of seizing drivers' licenses and issuing the animal called "temporary permit to operate" (TPO).

In doing so, Iloilo City PSTMO enforcers usurp the power of the LTO and LTFRP to issue drivers' licenses and franchises to operate public utility vehicles, respectively. That power is exclusive respectively to each agency.

Stupidity knows no bound, indeed

Kalampay getting scarce and costly

Today a kilo of kalampay fetches P80 to P140, at par with other fishes. This freshwater crab was almost free before. Photo above shows a freshly broiled crab. Kalampay" for sale was almost unheard of 40 years ago. The freshwater crab teemed in Iloilo rivers and people caught it for free. Today, it fetches the minimum P80 per kilo. Surprisingly, Iloilo River, dubbed the country's biggest septic tank after Pasig River, is still home to crabs and shrimps that Ilonggos consume. Mention the word today to the young generation and they would stare at you bewildered. "Kalampay? Ano ra man? (Kalampay? What's that.)" They more they would stare at you blankly if you asked them what "katang" and "baringay" are. The usage of term is getting scarcer like the fate of kalampay. "Katang" is a juvenile kalampay, the size a half thumb while "baringay" are botton size ones that migrate inland from the sea where they are spawned.

Broad daylight robbery by Treñas and caboodle

    Mayor Jerry Treñas and his caboodle in the mass disinformation industry are yelping accolades and jumping in glee at nothing but how good, bright and promising the fates of the Iloilo Terminal Market and Iloilo Central Market would be under his watch.
