Kape kag Isyu (14 April 2012)


ILOILO CITY, Philippines (14 April 2012) -- Today's resource speaker in Kape kag Isyu, Jerry Bionat, explains that the earth's movements as it rotates and revolves in its orbit, cause climactic changes and movements within the crust of the earth that results to typhoons, earthquakes, landslides, lightnings and tornadoes among others.

The earth's interaction with other bodies in space also render's it prone to be hit by asteroids that could spell disasters as well.

Bionat is the head of the Iloilo Provincial Disaster Risk Reduction Management Office (PDRRMO), a department mandated by RA 10121 of 2009. Under this law, all local government units (LGUs) must set aside at least five percent of their annual budget for disaster preparedness and response.

Iloilo Province created the PDRRMO only this year, albeit gudgingly and the doggedness of Bionat. Why form such officd when there was already the Iloilo Provincial Disaster Coordinating Council (PDCC) chaired by the governor and with Bionat as executive secretary, oppositors at the provincial legislature would answer Bionat.


Others profer inane grounds to avoid creating the PDRRMO. Why create it when Iloilo is not at risk from earthquakes, tsunami and typhoons?

Bionat says that Panay Island where Iloilo Province is located, has the "West Panay fault" from San Joaquin, Iloilo's southernmost town to Lezo, Aklan. The Mines and Geo-Sciences Bureau as early as five years ago already raised warnings of earthmovement, particularly, landslides along the fault.

Bionant cites San Joaquin town where the earthmovement is visible even on roads that need periodic repairs because some portions sink, and the "Seven Cities," a cluster of seven barangays along the border of Alimodian and Leon.


Landslides in 2009 and 2010 triggered evacuations from the mountain villages of Leon, Iloilo.

The PDRRMO does not guarantee 100 percent but it helps us to be prepared, says Bionat. "Even the Bible narrates of floods, pestilence, earthquakes, lightnings and other disasters; the Bible teaches us to be prepared.

Kalampay getting scarce and costly

Today a kilo of kalampay fetches P80 to P140, at par with other fishes. This freshwater crab was almost free before. Photo above shows a freshly broiled crab. Kalampay" for sale was almost unheard of 40 years ago. The freshwater crab teemed in Iloilo rivers and people caught it for free. Today, it fetches the minimum P80 per kilo. Surprisingly, Iloilo River, dubbed the country's biggest septic tank after Pasig River, is still home to crabs and shrimps that Ilonggos consume. Mention the word today to the young generation and they would stare at you bewildered. "Kalampay? Ano ra man? (Kalampay? What's that.)" They more they would stare at you blankly if you asked them what "katang" and "baringay" are. The usage of term is getting scarcer like the fate of kalampay. "Katang" is a juvenile kalampay, the size a half thumb while "baringay" are botton size ones that migrate inland from the sea where they are spawned.
