Defensor (center in light shirt) and Estancia Mayor Rene Cordero (beside the governor) unveil the monument of Scout Roy.  By now, he could have been 53 and, if he married at 20, he would have grandchildren. However, Roy B. Babas, gave up his life at a tender age because of a freak accident 41 years ago, January 24, 1971. He was 12 years old and a grade five pupil. Babas, orphaned of both parents and cared for by his paternal  lolo   eked out a living on weekends and holidays as cargador , carrying luggage of passengers of vessels docking on the wharf of Estancia, Iloilo. Bionat: When I broached the idea to the governor of erecting a monument in honor of Scout Roy, he nodded at once. Scout Roy was his buddy in the Boy Scout. Panay Tumandok link militarization to mega dam

Representatives of the Panay Tumandok indigenous people link growing militarization in their area to the planned mega dam called "Jalaur River Multi-Purpose Project II (JRMPP II). Increased number of combat ready Army and Police troops have been poured to the border area of Iloilo and Capiz provinces, particularly, Calinog, Iloilo and Tapas, Capiz which will host the JRMPP II and Panay River Multi-Purpose Project (in Tapaz, Capiz). The Army in its radio broadcast tags them as "communists" and "NPA rebels", a technique used to justify attacks on their communities, said Aileen Catamin, secretary-general of Tumandok. The government has deployed the 47th and 61st batallions in Central Panay where Tapaz and Calinog towns are located. Another composite batallion, sent from Mindanao and Negros islands, have arrived to reinforced. Sharon Garin qualified to represent Filipino farmers in word, deed or affiliation when she ran and got elected under the Aambis-OWA partylist in 2010. Two years past since her election, yours truly is still groping for the bills or laws that she authored, co-sponsored or supported that has anything to do in enhancing the lives of Filipino farmers that her partylist supposedly advocates. Section 2 of RA 7941 has two keywords for qualifying an organization or group into the partylist system, “marginalized” and “underrepresented”. Rep. Sharon Garin hails from the scion of an overrepresented and mainstream, not marginalized or underrepresented, political clan, based in southern Iloilo or what is commonly called “first district”.
